FAR 13.2
Micro-Purchase Procedures (FAR Subpart 13.2)

What it says

Purchases at or below the micro-purchase threshold (generally $10,000, with periodic inflation adjustments) may be awarded without soliciting competitive quotes if the price is considered reasonable, and are typically paid by government purchase card.

Why it matters on DIBBS

This is the engine behind DIBBS fast awards. Below the micro-purchase threshold, a buyer can award to the first reasonable quote — being early and clean matters more than being cheapest.
