What it says
The DoD version of Buy American: requires domestic (or qualifying country) end products. Qualifying countries — close U.S. allies with reciprocal procurement agreements — are treated as domestic for evaluation.
Why it matters on DIBBS
On DoD buys, a qualifying-country source (e.g., UK, Germany, Australia, Japan) can be as good as domestic. Know the qualifying country list before ruling out a source.
