What it says

Requires unique item identification (machine-readable UII marks) for delivered items above $5,000 in unit cost, items designated by the requiring activity, and certain serially managed or mission-essential items.

Why it matters on DIBBS

IUID marking is a real cost and process step (data matrix marks, registry submission). Price it in when the solicitation calls for it — retrofitting compliance after award is painful.
